- Advise the city council on all matters pertaining to the cultural arts in the community;
- Recommend to the city council the adoption, amendment or repeal of ordinances regarding public art, and/or art related projects and proposals;
- Assist the cultural arts community in raising funds through grants or other sources for the development, growth, incorporation, and expansion of the arts;
- Provide a local, state and national network of support and supporters of the local arts;
- Build a growth continuum of education, training and arts to develop an incubator for home grown evaluators and evaluation training tools so that congruity among mission, vision and requirements of requests for proposals matches skills assessed by evaluators in the review process;
- Develop public arts projects that include developing written materials for soliciting participation, appointing and training selection panels, and reviewing and recommending funding to ensure integrity of such processes;
- Receive recommendations from ad-hoc local panels to review art actions in conjunction with the commission;
- Recommend to the city council the distribution of revenues collected through fund raising, grants and public art funds consistent with the needs of the community, including solicitation and analysis of cultural arts grant proposals;
- Participate in the development of the strategic annual public art plan and longer-ranged strategic public art plans;
- Cooperate with other commissions and civic organizations in order to promote, market, and publicize the arts in order to increase and foster public interest in the arts; and
- Perform other art, cultural and arts education duties as may from time to time be prescribed by the city council.

Heather Behrens is a Marketing Professional that has lead teams who have helped to develop and execute strategic marketing, communication and web efforts for several companies, especially in the non-profit sector. As a successful motivational leader, she has united multiple staff to meet and exceed team goals and expectations. With a strong drive to do a great job, whether it’s organizing events, managing email communications, web campaigns or working on websites, her attention to detail shines through. Growing up in the Bay area, Heather graduated with an A.A. in Liberal Arts including an Art Studies Minor, she also graduated with a B.S. in Recreation from Chico State. Since then she has had some great experiences traveling the world and living within other cultures; maybe you’d find her teaching windsurfing in Japanese or teaching English to a group of Korean students. She enjoys writing and designing in all art forms – she even has her own wheel and kiln. It’s Heather's warmth and excitement that makes her such a valuable resource to all those around her. |
